Wage Garnisment and law suits

First Question Can I be sued or have a judgment issued to me by a court in my state or out of state without my knowledge or receiving any paper work.

Second Question Can I have my wages garnished for unpaid credit cards or loans from this state or from a company that is out of state(that is when the loan or contract was signed while i am living in my current state).

In answer to your first question, I've seen that happen but you can generally have the judgment stricken when they attempt to transfer it to Pennsylvania since you did not have notice and a hearing. If you are living in Pennsylvania your wages may only be garnished for very limited reasons and not for unpaid credit cards or loans.
