what happens to a 19 year old male who takes a 15 year old female across state lines without her parents permission

First, they will not be happy with you. Second, if you take her across state lines for immoral purposes that's a violation of the Mann Act, a federal offense. I'm pretty sure if you did anything to her you can expect her parent's to see what they can charge you with. Third, if you have any doubt what your doing isn't legal it probably isn't.
