Can an 17 year old have sex with a 29 year old
I'm 17 and live in PA. I want to hook up with a girl for sex, but she's 29. Is it legal for me to have sex with her, and if it is illegal, what sexual actions can be taken (i.e. oral sex) legally.

The question isn't is it legal for you to have sex with her...the question is, is it legal for her to have sex with you?
It is a two-part answer. It is not statutory rape for her to have sex with you, since you are over 16. Therefore, on this matter she would be free and clear.
However, a person over 18 can be charged with corruption of the morals of a minor for having sex with a person under 18. Is it likely that she would be charged? Probably not, but the legal answer is that she could be charged.
As to your other question of what is sex? Sex is sex. Any sexual act of any kind could possibly cause the above result.
