can a 19yr old woman be charged for having sex with a 16yr old boy

I'm not a Pennsylvania lawyer, but since no one else has answered I decided to do look this up. You should not rely on this answer unless and until a Pennsylvania lawyer says I'm right. And you *definitely* shouldn't rely on it if a Pennsylvania lawyer says I'm wrong. Also, please note that my answer presumes the 16-year-old consented and was neither forced no coerced into having sex.

Subject to these caveats, the woman in your hypothetical (?) could be prosecuted for corruption of a minor and/or for unlawful contact with a minor, but not for statutory rape or sexual assault, or for other age-related sex offenses.
