If in anger someone threatens to shoot someone is that considered a terroristic threat?

Threatening to shoot someone may or may not be a terroristic threat, depending on the party making this statement and the surrounding circumstances. If the party has a history of violence and has a history with the person to whom he is directing this statement, it might be considered a "terroristic threat". But, if there is no history of violence and the statement is made in the heat of an argument, it probably would not be considered a terroristic threat.
