Does participation in Pennsylvania's ARD program imply/assume guilt?

Yes but it is hard to turn down. Most people who are offered ARD take it rather than going through the expense and risk of trial.

No. There is no admission of guilt. The only exception is DUI, where participation in ARD is considered a first DUI offense if you have another one within 10 years.
