Does a defendant usually have two formal arraignments?

In PA you get an arraignment at the District Court and then another at the Court of Common Pleas. More importantly, who is the attorney handling the case? A good attorney gets good results!

In Pa., there are 2 arraignments. The first would be at a district justice court and then the 2nd which would be at the court of common pleas in whichever county the allegations arose. At the 2nd arraignment the Judge will let you know what charges are still being prosecuted, advise you of the right to counsel and ask you how you plead. In some counties, you can, through the right attorney for you, waive your appearance at the arraignment.
