Legal Question in Criminal Law in Pennsylvania

I have a case that happen in 1998.I dint show up at a hearing in 1998 in front of a migrated so i didnt hear a thing on the case so in 2000 the courts fild a bench warr for me so they got me in2009 at work but when this case happen the cop said he was not going to arrest me becouse he said all he has is he said she said so he told me if i was found guilty he would arrest me but they pick me up on a fdwso i payed a lawey and i justisnt happy becouse i think my rights were taking away from mehow can they charge me when i was never arrest .I was never told of a hearing in 2000.How can they wait to do something in 2000 when it happen in 1998.From 2000 they had a wage atact for child support on me they only picked me up in 2009
