Charged with a crime but never processed by the police
I was charged with a crime, went through the district magistrate for preliminary hearing, the police were supposed to process me but never did. I was never formally arrested or fingerprinted, however i was accepted into the ARD program of which i just completed. The judge ordered a 3 month ARD. I obviously have never been in trouble before and the charges stemmed from checks that belonged to my employer were depositied into my business account.
My question is if i never was processed by the police can the charges or should the charges be dropped?

If you went through the ARD program, then the charges, by definition, are dropped. That's what ARD is.
