Child sexually abuses another child

This incident involves a 6 year old, sexually abused by an 11 year old one year ago. No witnesses & only account told by now 7 year old who didn�t ''tell'' due to ''I will kill you if you tell'' threat. Child lives with father who allowed child ''run free'' in neighborhood & mother is hoping to obtain custody. The father's actions are not the issue here but what we feel IS...is getting help for & stopping the abuser. Making him accountable is the only thing we want. This 11 year old KNOWS he is doing wrong, or he wouldn�t have threatened violence. Children & Youth told mother to call police, police say ''What do you want US to do about it''. Seems everyone claims both are ''children'' & they know of nothing to be done. Mother & child feel no one cares & it is affecting both, especially the child. Our concern is not prosecution but in getting both parties help. We feel older child may be abused as well & may be abusing other children. Parents of abuser deny. Any thoughts & any recommendations to halt the abuse & prevent a future molester to thrive? Counseling is planned for victim. There must be something more to make give this situation the serious attention it deserves. Note, this child is my future step-grandson.

Your two choices are to call the department of human services or the police. If you do either the 11 year may get arrested, charged, and prosecuted.
