i live in pa,i got a citation for 431.00 for harassment for placeing someones phone number in a newspaper ad,if i sign guilty and pay fine does it stop there or is hearing needed

It sounds like it would stop there with your plea and paying the fine. The Citation itself should spell out your options. It is very fine print, however.
