collection for a debt
i recieved a call from a collection firm stating i owed money from a fine 1998, i was un aware of this and since it was 9 years ago can i be put in jail for nonpayment

I suppose that, ultimately, it might be possible for you to be found in contempt of court and sent to jail, but only after the collection agency sued you in court, then certified the judgment, then went through a number of other steps, then finally brought you in front of a judge. Even then, as long as you agreed to get on some kind of a payment plan consistent with your ability to pay, you would never be subject to incarceration.
