No Contest Plea and voting rights

If my family member, who has been charged with a ethics code violation ( a nondegreed felony), chooses to plead no contest due to ill health and mounting legal fees, does he lose his voting rights, have any consequence to his social security, and finally - if asked on a questionnaire, have to say he is convicted of a felony?

Any nolo-contendre plea is equivalent to a guilty plea, unless he is guilty I would not recommend it! If he agrees to a felony charge, Yes, he would need to report it......I recommend he discusses this matter further with an Attorney prior to making any significant determination.
