Is it legal for another parent to buy my 15 year old condums to have sex with her 13 year old daughter without my consent?

Interesting question, but I think not. If that parent suspected there was sex going on, would you prefer that they ignore it (there is only a SMALL chance that you can stop the kids), and risk pregnancy and disease? 15 & 13 is WAYYYYY too young, but buying the condoms or telling kids where to get free condoms is not the same as saying, "here, go screw my 13 y.o. daughter." I knew a mother that got her daughter Norplant at 13, when one of the girl's girlfriends became pregnant, despite her daughter saying she was not having sex, because the mother became pregnant at 16 or 17, and she was not going to risk the same thing happening to her daughter.
