Court Procedures.
Is it possible for a case that has already been forwarded to a higher court to be dismmissed?
Also is it then ok for the same charges to be filed again and have a few charges added to them?

That depends. It sounds like a case was held for court by a Magisterial District Judge and then nolle prossed or dismissed in the Court of Common Pleas for one reason or another. This is a very tricky area and you should discuss it in depth with an attorney or public defender if you can't afford a private attorney.
