Legal Question in Criminal Law in Pennsylvania

My cousin found out that someone he knew had used his info to get a State ID in his name. He found this out about 8 years ago when he went to the DMV to transfer an out-of-state driver's license, and was told he had a past State ID on file and was shown the photo. The clerk said that the only way to get it cleared up so that he could get a PA drivers license was to file an Identity Theft Report which would then be investigated. He took the form but never filed it, and then moved away from PA shortly thereafter. Now, he is back in PA and wants to figure out how to get a PA drivers license without getting the person who did this in trouble. The State ID was obtained about 17 years ago. What can be done?

Not going to happen. His so called friend stole his identity, That a very serious felony. Why he did it was probably for a good reason. If your cousin doesn't do anything about it he cold be charged as an accessory for any crime his so called friend commits using that phony id.
