Legal Question in Criminal Law in Pennsylvania

My 17 year old son was jumped and attacked by a 39 year old man and not arrested the local magaistrates office told me that nothing can be done. I feel that my son is not being treated fairly

you can file a private criminal complainant or you can ask to speak to a detective and have your son swear out a warrant. The ability to do the later depends on your son's injuries.
