If I got fined for disorderly conduct when I was 17, but I was not arrested, do I have a criminal record?

There are a couple ways to answer that question. First private employers in Pennsylvania may not use summary convictions against someone in hiring decisions. Therefore they may only ask for misdemeanor and felony convictions. You could truthfully answer no to that question. Second if you wanted to become a lawyer you would have to answer to a question similar to Have you been convicted of any non traffic offenses? In that case you would be obliged to answer yes.
