If you have a criminal warrant out for your arrest, and you are also a scofflaw, which one should you address first?

Both. A warrant is a warrant. If you are stopped, and both are not addressed, you will be arrested. If you are not stopped, it does not matter if you have 50 warrants... unless of course the locals decide to go out and arrest the top 10 people with warrants in their local.
