Legal Question in Criminal Law in Pennsylvania

My daughter had a drug overdose. When 911 was called and ambulance arrived the police came. My daughter was taken to hospital and put in psychiatric hospital for 10 days and was diagnosed with Bipolar Disorder. I was worried about my daughter's life, but even though the police said they just wanted to get he help, they were only concerned about making an arrest. There's more to the situation. She has been in a rehab, but no one ever gets to the bottom of the addiction problem. She doesn't want to be like this, but can't deal with the many things that have taken place in our life and the drugs temporarily relieve the pain. They arrested her and put her in jail. There were no drugs found but there was a suringe. What will her sentence be?

If no drugs were found, it is probably just possession of paraphernalia. I wonder why she is in jail for such a minor offense. Is she on probation and did this arrest violate probation? If these charges are the only thing that's holding her in she should apply for a bail reduction.
