drugs
can police charge you simply because you were seen in a known drug dealing location without actualy catching you with anything?what would the charge be?

I've never heard of that one. It would take a real inventive police officer to think up a charge. Maybe Disorderly Conduct or Malicious Mischief? That's assuming you're an adult and not on probation or parole. With minors they might charge you with delinquency and if you're on probation or parole it might be a violation of the conditions.
