early parole or commutation of sentence

I was fortunate to stumble across a dear friend of mine who is incarcerated in Pa. He has had a drug problem most of his life. At times he would do well. At others he would self distruct.He has been in jail for the past 10 years finishing up a prior and parole violation.He just now started on the current sentence. He is looking at 14 years untill he is eligible for parole.He has not gotten into any problems in jail , no charges against him. He takes different classes in order to better himself. His crime was drug related . He shot a homeowner during a felony. The man wasn't killed but he was hurt.The judge decided to make an example of my friend. He is 54 years old now. If he doesn't die he will be an old man before he get's released. I looked into clemency in Pa. and it seems to be a farce. They go through the motions but no-one seems to be granted parole. I am not talking about a pardon but a review of his conduct and the possibility of parole as it stands now this could be a death sentence. Would he have a better chance if he could get sent to a different prison in a different state due to hardship? Where would I have to start to get someone who could possibly helps attention? Thank you for any help with my problem
