Expected Abuse of Power of Attorney

I have a question about what does someone do if they feel that someone is taking advantage of someone who is sick with Parkinson Disease and taking that person to the poor house by neglecting to pay her bills while that person is in a home and most likely not coming out. This sick person has no family as her parents r both decieased and she has no siblings. How can someone help her
