Expungement of Felony
Could you please tell me if it is possible to get a class 3 felony expunged for retail theft?

If you were convicted, you cannot get the conviction expunged. Your only option is a pardon. If you were not convicted, you can go the expungement route. You should also know that expungements are generally cheap and easy, whereas pardons are a much more involved and lengthy process.
