Can I file for a bail modification hearing without an attorney?

Yes, you can. It is your right to represent yourself throughout the entire proceeding if you should so choose. However, that isn't always the best idea. It is best to have someone on your side, early in the process, to navigate through the criminal court system.
If you can't afford an attorney, I would suggest that you contact the public defenders office right away. If you can afford an attorney, I would suggest that you retain one asap.
