Can the parents of an underage ''pregnant'' female file charges against an 18 year old male if the girls parents knowingly let her go out with him for almost a year?

Only the government may file charges. If the parents reported the situation to the police, it is completely out of the parents' hands, and it is up to the DA to determine whether to file chargs and what those charges should be. It may seem unfair for these parents to do what they have done, but under the law it doesn't matter. You should immediately retain an attorney if you are charged. Do not make any statement to the police.
