Can you get a fine for doing donuts in a parking lot?

Maybe. If you received a summons however you are facing a motor vehicle offense possibly careless or reckless driving and could get points. That's more important.

If it's a public parking lot run by a municipality yes it's not clear if the police can do much to you if it was a private parking lot. The real downside is you could damage you car or other peoples cars. Besides you're supposed to be a mature adult when operating a vehicle so act like it.
