Can a daycare owner legally fine

parents who leave their car running

while picking up there children?

It isn't a "fine." Only the government (the police) can fine someone. What does it say in your contract with the daycare? If they say they're charging you for doing so, then I guess they can if you agree to it by entering into the contract. But again, they can't impose a "fine."
