forgery

my husband cashed the state income tax check without my knowledge, both are names were on their, did he need my signiture too??

I'm not sure of the answer to this but it sounds to me as if your recourse would be against the bank or person cashing the check and the police would probably direct you to the local Magisterial District Judge to file a civil complaint unless he wrote your signature on the check in which case they might accept it for prosecution.
