Formal Arraignment
Does the Plaintiff have to be present at the formal arraignment? If so, what if they do not come?

If by Plaintiff you mean the police officer, the answer is no. Formal arraignment is to give you formal notice of the charges filed against you by the DA, and set the clock in motion for various things.

no one has to go to the arraignment but the defendant. it is very unlikely that the da would ask to revoke bail at an arraignment, but anything is possible. if he makes too much to get a pd, he CAN afford a lawyer.
