Can you be indited for fraud if no one presses charges?

Of course you can. That's why in criminal matters it's "Commonwealth v. Defendant", not "Victim v. Defendant." The state can charge you if they have enough evidence to do so. If you're being charged, see an attorney immediately and don't talk to the police/DA.

If you mean not the District Attorney's Office or any other law enforcement agency or any victim than no you can't, but if you refer to the state of course you can. Talk to an attorney before you are indicted on charges.
