Legal Question in Criminal Law in Pennsylvania

A friend of mine is in jail for a crime he didn't commit,,the DA only has the detective statement, the Co defendant says he doesn't know my friend,,im his alibi he was with me..my question since my town is crooked,, which way legally does the judge have to rule?
