Legal Question in Criminal Law in Pennsylvania
A friend of mine is on parole for a possession w/i to distribute drug charge and carry firearms w/o license. He has served 2 years on a 7 year sentence. He's never had a drivers license. Because of his job, he needs to get one. He went to DMV (PennDot) to get his Permit and they told him he is out of luck and something about suspension. I am on the DMV website, and it looks like he can get a Permit/Probationary and then petition for a a probationary permit/license.

Let him fill out the forms....Why did they say he is out of luck? Was it part of his sentence?
