Whether or not this would constitute harassment would depend on the circumstances. If you walked up to somebody and spoke that obscenity to them, it would not constitute harassment. However, if the obscenity was accompanied by following or tailing the individual for no apparent reason except to annoy that individual, then the obscenity coupled with following the individual would constitute harassment,
