I purchased a phone for a friend, added a line to my account. They had agreed to pay for the phone and extra line. They took the phone off of my account without my knowledge and placed it on another. I have tried to get the phone back, or the money unsuccessfully. I also tried to have the phone shut off through the carrier. They have filed a harassment complaing and told me that If I follow through with having the phone shut off they will file criminal harassment charges. I have contacte police and have not gotten a clear answer as to if shutting the phone off is harassment due to it being technically stolen. I have also been told that they dont consider it stolen because I know who has the phone. They have said it is a civil matter. I dont understand how. If this was over a car I would be able to report it stolen. why not a phone.

It's probably because the value of the telephone is so small that it is not worth prosecuting.
