Legal Question in Criminal Law in Pennsylvania

my girlfriend was carjacked, kidnapped & drugged. her kidnapper stole her address book & told her that if she didn't tell the police what he told her to say he would have her family killed.

the DA knows she gave false testimony to police under duress & is charging her with aggravated assault & DUI even though she wasn't driving. the DA speculates that my girlfriend is on drugs but can't prove it. Why & how is this possible

It is possible because her story doesn't sound too believable....and if it is true, it would seem like she would want to cooperate with the investigation and get the "kidnapper" apprehended before more damage is done.
