Legal Question in Criminal Law in Pennsylvania

Good Morning,

My boyfriend has been locked up for 10 years (min) on his 3rd case, he recently saw parole and we found out he has a detainer from his second case that is running consecutive instead of concurrent that is has to serve another 2.5 years. He did all his programs and never been to the hole and hasn't been written up once. Is there anything we could do to get his second case to run concurrent with his third case that he is locked up now for and if not is there anything to do to get the 2.5 years added onto his parole. Are there any petitions or early release programs in PA he can use? This is a non-violent crime. Please let me know.

There is a possibility of commutation of the second from consecutive to concurrent, but is long and expensive and is not a sure shot by any chance.
