What is the Good Time law of PA

I am not sure I understand your question. The only thing i have ever heard of with the term "good time" in PA is in Philadelphia County when someone is serving a county sentence, I can file an early parole petition based on the concept of "earned time good time" which means that I ask the judge to let the defendant on parole.
