Legal Question in Criminal Law in Pennsylvania

I do hope this is the right section for this question

A friend of mine moved to Arizona about 2 years ago, and never changed her tags over, she now has an AZ drivers license, and an AZ residence. But the tags are PA.

She has since let insurance run out on her vehicle, basing that choice on some silly idea of the odds of her actually needing it, anyway.

I was informed by a friend that if you drive uninsured in PA, you suffer a per day fine. Is my friend susceptible to this fine?

It also goes without saying that the car has not been inspected in at least 2 years as well.

Keeping in mind, PA tags, AZ residence.

Is she in potential violation of any other laws?

Actually she is looking at a charge of insurance fraud in Pennsylvania. Assuming she has kept her tags current in PA. It's a felony. Further, driving without insurance and a valid registration in Arizona is illegal. I can't say for sure since I'm not an Arizona attorney, however, it think she is violated one or more laws in Arizona.
