hospital accusing nurse of drug theft
hospital dropped charges against a nurse pertaining to drug theft from a pixus. Why would they drops charges only to threaten to refile charges?

They have the opportunity to refile the charges up to the time of the statute of limitations on the charge.
They could have withdrawn the charges because they weren't completely ready to proceed yet.
