Legal Question in Criminal Law in Pennsylvania

My husband's on parole in 1 county and he's being held in jail in the county we live in on new charges, but a detainer is in place by the county he is paroled from. His PV is for failure to pay on fines. Can he be violated for the new charges if he hasn't yet been convicted of them?

The obvious answer yes they can. I know because they're doing it.

When one is un parole they lose a lot of rights the average person takes for granted. Like:

The right to associate with whoever. On parole you may not associate with convicted felons.

The right to own a firearm. You lose that right.

The warrant requirement for a search. On parole you give your consent to the police to search you or your house.

Also its a violation of parole to get arrested. Even if you could make bail on the new charges.you're not getting out.
