Legal Question in Criminal Law in Pennsylvania

illegal dumpster use

a friend dumped some boxes and trash in a dumpster of a gas station parking lot..... now the police want to talk to him about what I may have put in the Dumpster. What should he do and should he be concerned? The cops mentioned something about ''theft of services'' what does this mean? Is this an actual crime or a cival matter?

The gas station pays to have their trash taken away. They lose some of that benefit that they paid for when you put your trash in their dumpster. Which deprives the gas station of some of the space.

Like ashing (flicking your cigarette ashes out the window of your car) depriving someone of the services they have paid for is a little known crime.

I found this out when I went to the dumpster behind the building that I rented office space in one morning and threw some trash in the dumpster. The police came up and I had to show them my business card with the building's address on the card. I don't believe the police enforce it much unless the building's owner(s) complains about the problem. But then I only heard about ashing once in my life.
