inmates rights/parole board

i'm trying to find out who do i need to speak to reguarding someone being told after a staffing meeting that they gonna recommend they not be release, and board isn't until oct..i'm also would like to know if the lawyer request that paper work, why the prison said ''it's an in house recommendation''.The only thing i could think of is because the person need to take this class, which i don't like to talk about, but they could have taken it when they got out. can somebody please tell me what is a ''staffing meeting'' when the person has 4 months til board. do the imate have a right to request that staffing meeting report since it was about them?
