Legal Question in Criminal Law in Pennsylvania

This is probably an insane question and possibly the most bizzare legal question you've ever heard. Is it legal to lock someone up and detain them with thier permission? A friend of mines sister in law is addcited to heroin and she requested that he lock her up and detain her making it inpossible for her to escape and to keep her locked down no matter how much she fights or begs to leave once she starts through withdrawals. She said and I quote "even up to and including handcuffing me if need be". He is actually considering doing this for her and I feel that this all sounds wrong and could even invite legal problems.
