legal age of consent in pennsylvania

is it against the law for a 16 year old to be involved with an 18 year old who lives in another state?

That answer depends on which state the sex act occurs in, or both. Is is PA? Is it WV? I am assuming from the way your question is written that the act(s) is totally consensual between the two kids, regardless of the views of the parents. Generally, the going over state lines is not kidnapping in PA if this is the case. In PA the only two charges that would be relevant to this case are Statutory Sexual Assault and Corrupting the Morals of a Minor, but according to your question it would be hard to make out those charges.
