Legal Question in Criminal Law in Pennsylvania

legal property or illegal

Seven years ago (1997), I was charged with ''theft by unlawful taking'' of property and sent to a correctional facility where I completed my sentence. This property was never returned or even asked about by the prosecution, the victim was paid by the insurance company and I owe restitution for the full amount. My question is: Is this property legal now? Can it be sold? and do I have the right if I want, to turn it in and get my restitution lowered? I hope that you can help me with this issue and i thank you!
