Legal Question in Criminal Law in Pennsylvania

Where I live we have to park on the street. My neighbor snow blows all of his snow on to my car to the point I had to shovel it out to use my car. Is this illegal?

Unless he caused some kind of damage intentionally, I don't really see how this is illegal. You might have a civil case?
