Marijuana charges
can charges of possession and/or paraphernalia be brought on to someone who admitted to using the subtance without a drug test or evidence

And they admitted to it because? Anything you say to the police can be used against you. Well not everything just those statements that tend to incriminate you. The admission of itself is evidence.
