What is the definition of a ''legal'' and ''illegal'' massage in PA? What body parts can you touch and not touch?

If a person engages in sexual activity as a business it is prostitution. I think you're probably pretty safe with back rubs but I'd watch out for foot massages.
Just joking, seriously, I'm not aware of any specific regulation or law addressing the question.
