Legal Question in Criminal Law in Pennsylvania

Is there any Pennsylvania case law specifically targeting a white female at night, walking in an area predominantly black or African American involving reasonable suspicion to stop her and probable cause to arrest or detain? I have a friend in that situation and it seems that the police only noted that she was white in a black area. Also, in their report they noted that her license plate was registered about an hour away. Is this enough for them to suspect her?

If criminal charges have been filed against your friend, you should tell her to contact an Attorney about this situation. If the report you are referring to above is the Criminal Complaint/Affidavit of Probable Cause then charges have been filed against her and she needs to speak with an Attorney immediately.
